"THE FEDERAL GOVERNMENT MUST ATTRACT TALENTED SCIENTISTS & ENGINEERS"

JFK ISSUES MEMO ON REPORT "THE COMPETITION FOR QUALITY"

Washington, D.C. (JFK+50) On May 13, 1962, President John F. Kennedy issued a memorandum on a report by the Federal Council for Science & Technology titled "The Competition for Quality*."  The report recommended steps to assure competence within the Government establishment to carry out its program of scientific research and development.

The President's memo stated...

"With the increasing importance of science and technology in developing our military defenses, in achieving our foreign policy objectives, and in sustaining the health and welfare of every citizen, the Federal Government must attract and retain its share of talented scientists and engineers at all levels."

President Kennedy went on to say that his proposals to Congress for pay reform embodied the principles of salary compatibility outlined in the report.

*The report was based on a study by a panel under Dr. Allen V. Astin, Director of the National Bureau of Standards.  Part I dealt with non-salary factors affecting selection & retention of superior personnel.  Part II called for greater participation in decision making by scientists and engineers.
