HARDING'S PLAN OF ARBITRATION ACCEPTED BY COAL OPERATORS
Washington, D.C. (JFK+50) On July 17, 1922, President Warren G. Harding issued a statement to the bituminous* coal operators upon receiving their acceptance of his plan of arbitration.
The statement reads, in part...
"To the large majority of you, who have pledged readiness to resume activity under the government's proposal, I must express my own and the public's gratitude.
...coal is a national necessity, the ample supply of which is essential...to the common welfare.
Freedom of action...does not measure it importance with that of public welfare and national security.
I...invite you to...resume operation."
*Bituminous coal, a.k.a. black coal, contains a tar-like substance called bitumen used to generate electricity.
