STEPHENS SAYS UNCONSTITUTIONAL TO PROHIBIT WOMEN SMOKING
Washington, D.C. (JFK+50) On December 18, 1921, the Sunday Star reports that "in the opinion of Corporation Counsel Francis H. Stephens...milady may smoke to her young heart's content" in the District of Columbia "without violating the law."
A member of the Rainbow Division Veterans brought the question of women's right to smoke to the counsel's attention.
Mr. Stephens maintains...
"it would be unconstitutional to prohibit women from smoking as long as (men) are permitted to do so."
