"STEPS IN PLACE IF OTHER POWERS DO NOT RATIFY"

JAPAN ANNOUNCES UNDERSTANDING WITH U.S. & BRITAIN IN UPHOLDING WASHINGTON PACT

Tokyo, Japan (JFK+50) On January 23, 1923, Japanese Premier Viscount Kato* "declared that 'there is an understanding between America, Great Britain and Japan regarding steps to be taken' if the other powers failed to ratify the Washington Conference** agreements."

The Premier also indicated continued efforts on the part of his government to evacuate the northern half of the island of Saghalien "at the earliest opportunity."

The Premier's speech, according to the Evening Star, was cabled to the embassy in Washington, D.C.

*Marshal Admiral Viscount Kato Tonosaburu (1861-1923) was born in Hiroshima & attended the Imperial Japanese Naval Academy.  VKT served as a career naval officer, cabinet minister & Prime Minister of Japan 1922-1923.  He died of advanced colon cancer.
