On December 14, 1961, JFK announced the US would increase aid to South Vietnam.
This policy would include expanding the role of American forces in that country by providing training of South Vietnamese troops by US military "advisers".
JFK accepted most of the suggestions of his military advisers except their recommendation for deployment of 8000 U.S. combat troops in South Vietnam.
In November 1963, the U.S. had 16,000 military "advisers" in South Vietnam but still no "combat" troops.
