"TRUMP CAN THROW A RALLY BUT CAN'T ADDRESS CONGRESS WITHOUT AN INVITATION"

POTUS NEEDS RESOLUTIONS PASSED BY BOTH HOUSES TO DELIVER STATE OF UNION

Washington, D.C. (JFK+50) Today, January 23, 2019, President Donald J. Trump sent a letter to Speaker of the House Nancy Pelosi reminding her of the invitation for him to give his State of the Union Address* on January 29th and her subsequent concerns about security due to the government shutdown.**

The President wrote that since the security concerns have been addressed, he is "look(ing) forward" to giving the address as scheduled on the 29th.  The Speaker of the House, however, has not changed her stance on the issue.  The Speaker maintains the view that the speech cannot be made until the partial government shutdown is ended.

Charles Pierce writes today in Esquire that not only does the President need the "valid invitation" of the Speaker, "he also needs resolutions passed by both houses of Congress."


*State of the Union Address is the annual message presented by the POTUS to the Congress.  It meets the requirement of Article II, Section 3 of the US Constitution which stipulates that the president is to "give to the Congress information on the State of the Union."

The SOTU, however, has not always been delivered in a speech.  Woodrow Wilson (1913) became the 1st POTUS to appear in person at the Capitol to deliver his address.  Previous presidents sent a written message.

**A formal invitation is delivered to the POTUS several weeks before the SOTU Address is to be made.  Speaker Pelosi sent that invitation on Jan 3rd but retracted the invitation on Jan 16th expressing concern about security concerns in light of the government shutdown.
