"FORCE NOT USED EXCEPT IN FAILURE TO COMPLY"

OAS APPROVAL OF JFK'S QUARANTINE IS UNANIMOUS

Washington, D.C. (JFK+50) On October 23, 1962, the Organ of Consultation of the Organization of American States* approved President John F. Kennedy's proclamation placing Cuba under naval and air quarantine.

Proclamation #3504 was approved unanimously by a vote of 19 to 0.

The Proclamations reads, in part...

"In carrying out this order, force shall not be used except in case of failure or refusal to comply with directives of the Secretary of Defense."

*Organization of American States, headquartered in Washington, D.C. was founded in 1948.  The OAS unifies 35 member countries located in the Western Hemisphere in solidarity and cooperation.
