"WARSHIPS SCRAPPED UNDER AUTHORITY OF US NAVY"

ADMINISTRATION OFFICIALS SAY CONGRESS MAY NOT BE NEEDED TO ACT ON ARMAMENT REDUCTION

Washington, D.C. (JFK+50) On November 18, 1921, the Associated Press reported that Harding administration officials have determined there will be no need to call on the Congress of the United States "to act on any armament reduction program worked out by the Washington Conference*...unless the agreement...is put in the form of a treaty."

These officials claim warships to be scrapped can be done under the sole authority of the United States Navy.  They do not expect a formal treaty on these matters to be negotiated and, therefore, do not believe it will be necessary for Congress to act.

A cabinet meeting was held today at the White House with Secretary of State Charles Evans Hughes attending.

*International Conference on Naval Limitation (1921-1922) met to limit the naval arms race & work out security agreements in the Pacific area.
