CONGRESS PASSES 13TH AMENDMENT BANNING SLAVERY
Washington, D.C. (JFK+50) On January 31, 1865, the United States Congress passed the 13th Amendment* to the U.S. Constitution by a vote of 121-24.
The amendment states...
"Neither slavery nor involuntary servitude...shall exist within the United States or any place subject to their jurisdiction."
The 13th Amendment was first proposed in 1863 by Representative James M. Ashley**.
*The 13th Amendment was passed by the U.S. Senate on April 8, 1865 & ratified by the required number of states becoming law on December 6, 1865.
**James Mitchell Ashley (1824-1896) was born in Allegheny County, PA & served as member of the U.S. House of Representatives (R-Ohio) 1859-1869. JMA was governor of Montana 1869-1870.
JFK+50 NOTE
Congressman Ashley was suspicious of President Andrew Johnson and even considered the possibility that he was involved in the assassination of Abraham Lincoln. Mr. Ashley authored the resolution which launched the first impeachment inquiry of the 17th POTUS.
