"GETS 30 DAYS IN JAIL OR MUST LEAVE TOWN"

DEAF & DUMB BEGGAR INSULTS THOSE WHO REFUSE HIM MONEY

Cheyenne, Wyoming (JFK+50) On May 17, 1923, the Casper Daily Tribune reports one Herbert Brown, "a deaf and dumb beggar," made known his dissatisfaction to those who refuse to give him money on the street by writing curse words and other "insulting" things on a pad and then holding it up for them to see as he "followed them for blocks."

Mr. Brown was arrested and sentenced to thirty days in jail or to leave town.  The 'insulting beggar' chose the latter.
