"Most convicted criminals live better in jail than they do outside..."

Chief Morgan endorsed the program of the police commissioner "for a return to the ball and chain, and a bread-and-water diet and hard labor."

He believes some men, under the current system, actually prefer the "country club" atmosphere in jail.
