STATE SECRETARY SAYS WASHINGTON'S WARNING AGAINST 'PERMANENT ALLIANCES' IS 'SETTLED NATIONAL POLICY'

Philadelphia, Pennsylvania (JFK+50) On February 22, 1926, Secretary of State Frank B. Kellogg*, speaking at exercises held at the University of Pennsylvania in honor of George Washington's birthday, said the 1st President's "admonition against permanent alliances with foreign powers" is "a settled national policy."

Associated Press describes it as...

 "the corner stone of our foreign policy."

The Secretary of State went on to say that the policy,,,

"simply means that the United States has come to the conclusion that...alliances...are not in harmony with the principles of our government or the interests of our people."

JFK+50 NOTE

According to the Office of the Historian, President Washington's 'Farewell Address' was presented in a newspaper article on Sept 17, 1796.  The President, "frustrated by French meddling in U.S. politics," warned us to "avoid permanent alliances" and instead rely on "temporary" alliances in times of emergency.

*Frank Billings Kellogg (1856-1937) was born in Potsdam, New York & served as US Senator (R-Minnesota) 1917-1923, U.S. ambassador to UK 1924-1925 & Secretary of State 1925-1929.

FBK is co-author of the Kellogg-Briand Pact for which he received the Nobel Peace Prize in 1929.

KELLOGG WANTS LAWSUIT FILED AGAINST HIM BY COUNTESS KAROLYI DISMISSED

Washington, D.C. (JFK+50) On February 4, 1926, The Evening Star reports that Secretary of State Frank B. Kellogg has requested "action be dismissed" in a case brought against him regarding the "barring of undesirable aliens."

The case was filed by Countess Catherine Karolyi* of Hungary who was denied entry into the United States by Secretary Kellogg.  He claimed that he received evidence that led him to the conclusion that the Countess's admittance would be "prejudicial" to the interests of the United States.

Mr. Kellogg argues that it is within his power to deny entry into the U.S. by Countess Karolyi although he did not disclose the nature of the evidence he has against her.

JFK+50 NOTE

Countess Karolyi, wife of Michael Karolyi 1st president of the Hungarian Republic, wished to arrange a speaking tour in the United States.  In 1924, the U.S. government believed Michael Karolyi to be a communist.

*Katinka Andrassy, a.k.a. Katalin Karolyi (1892-1985) was born in Tiszadob, Austria-Hungary & became known as the 'Red Countess' because her husband, 1st president of the Hungarian Republic, distributed land to the peasants.

"COOLIDGE ACCEPTS RESIGNATION WITH REGRET"

HUGHES TO STEP DOWN AS STATE SECRETARY MARCH 4TH, KELLOGG TO ASSUME ROLE

Washington, D.C. (JFK+50) The Sunday Star reports on January 11, 1925 that Secretary of State Charles Evans Hughes* "will retire from the (Coolidge) cabinet on March 4, and Frank B. Kellogg**, now Ambassador to London, will succeed him."

President Calvin Coolidge has accepted Mr. Hughes' resignation "with regret" while "warmly" praising his service in foreign affairs.

The announcement, made Saturday, came as a surprise "by most of official Washington."

*Charles Evans Hughes, Sr. (1862-1948) was born in Glens Falls, NY & graduated from Brown University & Columbia University School of Law.  CEH served as governor of NY 1907-1910, Associate Justice USSC 1910-1916, Secretary of State 1921-1925.  He was nominee of Democratic Party in Election of 1916.

**Frank Billings Kellogg (1856-1937) was born in Potsdam, NY & served as US Senator (R-MN) 1917-1923, US Ambassador to Great Britain 1924-1925 & US Secretary of State 1925-1929.  FBK was co-author of the Kellogg-Brian Pact (1928) & winner of the Nobel Peace Prize (1929).
