JFK SIGNS INTO LAW THE MUTUAL EDUCATIONAL & CULTURAL EXCHANGE ACT
Washington, D.C. (JFK+50) On September 21, 1961, President John F. Kennedy signed into law HR 8666, the Fulbright-Hays Mutual Educational and Cultural Exchange Act.
This legislation promotes mutual understanding among peoples around the world through educational and cultural activities.
Senator J. William Fulbright* (D-Arkansas) wrote that the program...
"aims to bring...more knowledge...more reason...and...more compassion into world affairs."

Congressman Wayne L. Hays (D-Ohio) was co-sponsor of HR 8666.
Senator Fulbright had advised President Kennedy against the U.S. sponsored Bay of Pigs invasion and was an outspoken opponent of the War in Vietnam during the Johnson presidency.
*James William Fulbright (1908-1995) was born in Sumner, Missouri & earned his BA at the University of Arkansas, LLB at George Washington University. JWF served in the US Senate 1945-1974 where he was chairman of the Foreign Relations Committee.
