"TO WRITE HIS ANNUAL MESSAGE TO CONGRESS"

HARDING BANS VISITORS AFTER MEETING WITH ADVISORS

Washington, D.C. (JFK+50) On December 5, 1921, President Warren G. Harding "cancelled practically all of his engagements" for the day after concluding an "exchange of views with his advisors."

The Evening Star reports the reason.  The President will "sit down to the task of writing his annual message to Congress*."

It is expected that Mr. Harding will complete the message by afternoon or evening and then "send it on to the printers."

The Star reports that the most important part of the message will 'deal with permanent tariff legislation."

*The President's annual message to Congress (a.k.a. State of the Union message) fulfills the Constitutional requirement (Article II, Sec III) 'He shall from time to time give the Congress information of the State of the Union.' 

Woodrow Wilson was the 1st POTUS to deliver his address in person while Warren Harding's 1922 message was the 1st broadcast on radio.  Harry Truman's 1947 message was the 1st to be televised.
