The Evening Star reports that Senator Henry F. Ashurst* (D-Arizona) said the Senate "had been relegated to the rear in the parade" and, in this regard, the War Department "insulted the Senate."

Senator Augustus O. Stanley** (D-Kentucky) added that things were so bad bureau chiefs and department clerks were able to tell the senators "to go way back and sit down."
