"MADE POSSIBLE BASED ON SOUND BUSINESS POLICY"

HARDING..."NO BELLIGERENT COUNTRY HAS REDUCED EXPENDITURES SO RAPIDLY"

The President stated that aggregate public expenditures dropped from $6,403,343,000 in 1920 to $3,373,607,000 in 1922.  Mr. Harding said that this has been made possible "through united and determined effort...based on the sound business policy of proper budget organization."
